Andrea Bias-Streats

Structural Engineer

Andrea Bias-Streat began her US Army Corps of Engineers career in 1984 working summers until she graduated from the University of Maryland in December 1987 with a Bachelor of Science in Civil Engineering. Her permanent career began in April 1988 in the Baltimore District. For the next 12 years, she was a Structural Engineer responsible for designing DoD facilities around the world. Two of the twelve years, she spent in the Europe District as a Project Manager overseeing the design and construction of a variety of facilities. Upon her return from Europe back to the Baltimore District, she spent four years in the Emergency Management Branch as a Disaster Program Manager. Quite notably, her efforts in support of USACE 9/11 Response earned her a Civilian Award for Humanitarian Service. In 2004, she volunteered for her next position as the Program Manager in the District’s PM Service Center responsible for deploying a new Program/Project Management Information System, training employees on the inner workings of the scheduling tool, Primavera, developing role-based training documents for the enterprise, and monitoring the delivery of projects. A year later, she was asked to support Hurricane Katrina Response and Recovery efforts as the Mission Manager for Temporary Housing in Mississippi. In 2008, she set her eyes on headquarters in Washington, DC supporting the 2010 Base Realignment & Closure program impacting many installations and soldiers across the globe. After getting the program off to a strong start, she took the position as Deputy for Program & Project Management Community of Practice leading and supporting the delivery of programs and projects across the globe. Andrea has been with the USACE for over 37 years, holds a Project Management Professional Certificate (PMP) from Project Management Institute (PMI), certified by PMI to teach the PMP Prep Course, and has been a member of PMI since 2005. She’s developed and presented lots of materials helping many individuals prepare for the PMP exam and presented at numerous workshops and training courses on Project Management. Andrea and her husband reside in Owings Mills, MD. She is an avid reader of the news, prides herself on staying abreast of current events and happenings around the world, enjoys spending time with family & friends, loves meeting new and interesting people, and finds traveling a necessity of life.
